PHP: I seem not to understand what fopen() does?

Of course nothing happens. Read the tutorial on php fopen(). fopen only creates a file handle which then you use other commands to actually read the file. So basically you create a pointer for the computer to handle the file by. You can't just tell fopen to read any sort of file. that would defeat the purpose of file types.
