Windows Express Help Pop-up?

This Windows Express Help thing popped up on my computer and it won't go away. If I go online or AIM it makes it disappear and pops right back up. It keeps asking me to buy some support thing. I already tried a system restore and nothing. Anyone have ideas on how to make it stop? And no, I won't buy the support so don't mention it.
