Am i to young??!!?? !!??!!?

sorry if that title made me sound like a spoiled brat i asure you i am not any way the question :im 13 i intentd to shave my legs when i asked my mom she said no so i am going to do it in secret i already shave my armpits in secret and she dosen't notice so she definitly wont notice if i shave my legs but why wont she let me and before you say its because your leg hair isnt noticable it is ...... very noticible ........... so why wont she let me?? she never wears her glasses so she cant see that well i am not french and my religion has noting against shaving. no how to do it pretty well my friends all do it to eachother at sleepovers i get left out tho.....but i shaved one of my friends legs onece and i didnt cut her
